Guatemala court orders UN anti-graft chief be readmitted

Guatemala's Constitutional Court has ordered President Jimmy Morales to allow the head of a U.N.-backed anti-corruption commission to return to the country.
Ivan Velasquez is the head of the commission known as CICIG for its initials in Spanish. It has led a number of high-profile graft investigations, including one that is pending against Morales.
Earlier this month the president announced that he would not renew CICIG's mandate for another two-year term, effectively giving it a year to wind down and end its activities.
He later said that Velasquez, who was traveling in Washington, would be barred from re-entering the Central American nation. Morales called Velasquez "a person who attacks order and public security in the country."

The Latest: Bolton says international court 'dead to us'

The United States is pledging to use "any means necessary" to protect American citizens and allies from International Criminal Court prosecution.
President Donald Trump's national security adviser, John Bolton, says the court is "illegitimate" and "for all intents and purposes, the ICC is already dead to us."
Bolton delivered his remarks Monday to the conservative Federalist Society in Washington. He says that the court threatens the "constitutional rights" of Americans and U.S. sovereignty.
The ICC, which is based in the Hague, has a mandate to prosecute war crimes, crimes against humanity and genocide.
President Bill Clinton signed the Rome Statute that established the court, but his successor, George W. Bush, renounced the signature, citing fears that Americans would be unfairly prosecuted for political reasons.
The State Department is announcing the closure of the Palestine Liberation Organization office in Washington.
The department says that the PLO "has not taken steps to advance the start of direct and meaningful negotiations with Israel."
It accuses the Palestinian leadership of condemning a yet-to-be-released Trump administration plan to forge peace between Israel and the Palestinians. It also contends that the PLO is refusing to engage with the U.S. government on peace efforts.
In its statement Monday, the department says its decision is also consistent with administration and congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court. |

Nevada high court says execution doctor's name stays secret

The name of the physician picked to attend a state inmate's execution can remain secret, even from drug makers suing to ban the use of their products in the twice-postponed lethal injection, the Nevada Supreme Court ruled Monday.
In a twist, lawyers for three pharmaceutical companies who won the right to obtain the name last week — and had promised to sue the doctor once they got it — told a judge in Las Vegas that they welcomed Monday's high court order.
Attorney Todd Bice, representing drug firm Alvogen, told Clark County District Court Judge Elizabeth Gonzalez the high court decision to protect the doctor's identity, coupled with a recent sworn statement from Nevada prisons chief James Dzurenda, bolsters companies' arguments that their business would be hurt if their drugs are used.
"We aren't going to get into the identity of the doctor. We do intend to argue strongly that having your name associated with capital punishment is harmful to reputations," Bice said. "The director testified that it would be ruinous of the doctor's reputation."
Gonzalez had ruled last week that drug companies could learn the name, but it would not be disclosed to the public.

Kentucky Attorney General files pension brief with top court

Kentucky Democratic Attorney General Andy Beshear has filed a brief with the state Supreme Court about why he thinks a law changing the public pension system is unconstitutional.
The state legislature passed SB 151 in April. It would require all new teacher hires to be moved into a hybrid pension system. It would also restrict how teachers use sick days to calculate their retirement benefits.
The bill was unpopular with public workers. Beshear, who is running for governor in 2019, sued to block the bill. He says lawmakers did not follow the state Constitution when they passed the bill too quickly.
Republican Gov. Matt Bevin says the law does not violate the state Constitution. The court is scheduled to hear the case on Sept. 20.

German court mulls jail for some over Munich air pollution

A German newspaper reports that judges are considering jailing senior Bavarian officials for failing to take action against air pollution in Munich, home to automaker BMW.
Daily Sueddeutsche Zeitung reported Monday that the southern German state's administrative court believes jailing officials may be the most effective way of forcing the Bavarian government to enforce emissions-cutting measures.
Munich topped the ranks of 65 German cities that exceeded levels of harmful particles last year. Bavarian officials have refused to impose measures in the state capital — such as limited bans on driving diesel vehicles — despite heavy fines.
According to the report, Bavarian judges want to seek legal guidance from the European Court of Justice on whether jailing officials — including state Environment Minister Marcel Huber and Governor Markus Soeder — would be permissible.

Police shooting of boy spurs more protests, appeals

Protesters demonstrated Friday for a third day over the fatal police shooting in Pennsylvania of an unarmed black teen fleeing a traffic stop as they sought to get the attention of a nation engrossed by the immigration debate, and to pressure officials to charge the officer.
Hundreds of marchers chanting "Who did this? The police did this" shut down a Pittsburgh area highway in the early morning hours, and a small group staged a sit-in outside the district attorney's office later in the day.
Demands for answers to why a police officer shot 17-year-old Antwon Rose Jr. seconds after he bolted from a car grew with an emotional speech by state Rep. Jake Wheatley at the state Capitol, and a videotaped appeal by the legislator and two other black Pittsburgh area lawmakers for a "thorough and transparent investigation that builds community."
"My heart is heavy right now," Wheatley said , decrying both Rose's death and the street violence that earlier in the week left a young rapper dead. "We cannot casually keep closing our eyes and ears to the fact there's a group of people whose lives seemingly don't matter."
Rose was shot Tuesday night in East Pittsburgh, a suburb of Pittsburgh, after the car he was riding in was pulled over by Officer Michael Rosfeld because it matched the description of a car wanted in a shooting in a nearby town, police said. The car had bullet damage to a back window.
As Rosfeld was taking the driver into custody, a video taken from a nearby house shows Rose and a second passenger running from the car. Three gunshots can be heard, and the passengers can be seen either falling or crouching as they pass between houses. It is unclear from the video if Rosfeld yelled for them to stop.
